Description
 
The Texas General Land Office is seeking a Director II, Director of Public Services, for the Archives and Records Division within the Heritage Department of the agency.

 

Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning with the Public Services Section of the Archives and Records Division, as part of the Heritage Department for the Texas General Land Office. Work involves establishing the strategic plans and developing goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within the Public Services section. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.


What Your Contributions to the GLO Will be:

·         Direct all Public Services section activities, including the Research Room team, Map Vault Team, Spanish Translator Team, and Education and Outreach Team. Develop goals for each team and monitor their progress. Plans, develops, and approves schedules, priorities, and standards for achieving goals for the Public Services section. Directs evaluation activities for employees in the Public Services section.

·         Leads all aspects of the division's outreach program, including the annual Save Texas History Symposium, the division's web presence, speaking engagements, internal and external exhibits, tours, vendor booths, blog entries, collection guides, program brochures, and other publications. Develops and reviews outreach budget and provides final approval for all outreach activities. Develop a strategic plan for raising the division's public profile, especially among historians, genealogists, attorneys, surveyors, land men, geographers, archeologists, as well as K-12 teachers, college professors, and their students. Works with the Communications Dept., the Deputy Director of Archives and Records and the Director of Technical Services and Records Management Officer to identify grants, and solicits donations from individuals and groups. Promotes the sale of map reproductions and collectibles.

·         Serves as the main public speaker for the program area to the news media and other interested parties. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

·         Identifies the need for new programs or services or the revision of existing programs or services in the Public Services Division. Plans, develops, implements, coordinates, monitors, and evaluates policies and procedures for the Public Services Division.

·         This position requires up to 10% travel. 


 
Qualifications
 
Minimum Qualifications:

·         Bachelor’s degree from an accredited university, with major coursework in archives and information science, history, public history, public administration, communications, political science, or a related field.

·         Three (3) years of related experience in one of the fields above.

·         Three (3) years of experience, concurrent or additional, supervising or leading a team or in a management position.

Experience and education may be substituted for one another on a year-for-year basis.

 

Preferred Qualifications:  

·         Master's degree from an accredited university, with major concentration in history, public history, information and library science, communications, public administration, communications, political science, or a related field

·         Two (2) years of experience working in fundraising for a non-profit or government agency

·         Certified Archivist (ACA)

·         Knowledge of Texas history, surveying, public history, archives administration, or a related field.

 

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials, cursive writing, and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
